The state aid targets a defined income band, and some lawfully present residents losing federal help may still have a route.

State and federal help are not interchangeable

Virginia's Insurance Marketplace says a new Health Insurance Affordability Fund will provide state subsidies for plan year 2027. Virginia Premium Savings applies to individuals and families with incomes from 138 percent to 250 percent of the federal poverty level. The program is help with qualifying coverage, not an unrestricted cash payment.

The marketplace separately describes January 1 changes to federal premium tax credits and cost-sharing reductions for noncitizens. Some immigration statuses will no longer qualify for those federal benefits. It says current lawfully present statuses can still obtain qualified Marketplace coverage and may qualify for additional Virginia Premium Savings.

Renewal can change the household bill

That distinction means loss of a federal tax credit should not be reported as an automatic ban on buying a plan. It also does not mean state help will fully replace every lost dollar. Household income, status, plan selection and program eligibility still determine the result.

Open enrollment is scheduled from November 1, 2026 through January 29, 2027. Review the renewal notice and complete the current application rather than comparing only an insurer's gross premium. A plan renewed without federal credit can produce a different monthly bill even if its price changes little. Verify any state aid on the actual application before treating it as approved.
