The refund calculation decides payment

The proposed San Diego water-rate settlement does not require a claim form for customers entitled to a refund under the approved calculation. The current administrator says not all customers were overcharged. A single-family residential water account in the covered period does not guarantee a payment.

The class concerns customers receiving service between August 14, 2014 and December 1, 2023, subject to exclusions. The $40 million fund pays refunds to members overcharged under the methodology accepted in the litigation as well as court-approved costs and fees. No universal per-account check is promised.

Contact confirmation is optional

Eligible recipients may confirm contact details and select a preferred payment method using the administrator's route. That optional step is different from a required claim application. A paid intermediary cannot make an account eligible merely by submitting a form.

November 12 is the exclusion and objection deadline, not a refund-claim cutoff. The approval hearing is scheduled for December 11, and payments require court approval. The case concerns historical rates and does not establish that the city's current water rates were found unlawful. Check the notice and current account information before treating a predicted refund as received.
