A smaller increase is not a price cut
Rhode Island's Health Insurance Commissioner approved 2027 commercial rates September 29 with lower increases than insurers requested. The weighted average approved increase is 12.4 percent in the individual market, 3.8 percent for small groups and 9.5 percent for large groups. Rates still rise overall.
The regulator estimates $86.7 million in savings compared with initial requests. That comparison is not a refund check or a reduction from every household's current premium. Individual insurers and plans have different changes, while the averages are weighted across the relevant market.
Which coverage the rates do not cover
The release describes a new state marketplace-affordability program for about twenty thousand income-eligible customers purchasing through HealthSource RI in 2027. That aid is separate from the gross insurance price. A rate approval alone cannot tell an applicant the net amount after assistance.
The approved rates do not apply to self-funded employer plans, which the release says cover about sixty-five percent of Rhode Islanders with employer-sponsored coverage. Check whether the employer actually buys an insured plan before applying a headline average to workplace coverage. For next year's budget, compare the renewal price, plan terms and actual aid qualification, not only the regulator's savings relative to what insurers asked for.
