Pennsylvania Attorney General Dave Sunday announced October 13, 2026 felony charges against Glenn Allen Johnson of Indiana and his business, Elite Injury Representatives, LLC, over a scheme to defraud Lancaster County-based Donegal Insurance of $949,639. The charges follow a presentment by the 55th Statewide Investigating Grand Jury and are allegations.

Investigators say Johnson was a Donegal claims adjuster in 2024 and 2025 when he created Elite Injury Representatives so it appeared to be a law firm, then entered fraudulent medical records and notes of conversations into an accident claim file. Based on that file and a demand letter believed to be written by Johnson, Donegal paid Elite $949,639.54.

He is charged with corrupt organizations, dealing in proceeds of unlawful activities, theft by deception, insurance fraud and forgery. He was arrested in Indiana last week and awaits extradition. Sunday said such fraud leads to higher premiums for law-abiding customers.
