Read the approved column, not the proposal
Pennsylvania insurance regulators now list final approved changes alongside insurer requests for the 2027 Affordable Care Act market. For shoppers heading toward the new plan year, that side-by-side comparison is more useful than treating an early proposed increase as a final bill.
The individual-market table lists Ambetter Health of Pennsylvania at 35.13% approved versus 40.90% requested, Capital Advantage Assurance at 14.78% versus 18.32%, and Oscar Health Plan of PA at 1.38% versus 15.39%. These are separate insurer filings, not one statewide increase that applies to everyone.
An insurer average is not your renewal bill
Approval did not uniformly reduce requests: Health Partners Plans is listed at 18.35% approved versus 15.90% requested. Availability and Pennie marketplace participation are also separate columns. Check the exact carrier and plan route rather than choosing a percentage associated with a similar company name.
The filing percentage is not a calculation of what a specific household pays after financial assistance. Compare actual renewal and alternative plan quotes, networks, deductibles and medication coverage when available. The state explains its rate review weighs cost projections and other factors; a regulatory table alone cannot establish your final monthly premium.
