Two markets, two weighted averages

Maine shoppers preparing for 2027 have an approved health-insurance rate table that separates the individual and small-group markets. The Bureau of Insurance document, dated August 14, 2026, lists a membership-weighted individual average of 14.8% and small-group average of 13.5%. These are planning figures, not a newly announced October rate action.

The initial proposed averages were 16.8% and 15.7%, respectively. Individual on- and off-exchange approved increases include Anthem Healthplans of Maine at 15.8%, Harvard Pilgrim Health Care at 6.6%, and Maine Community Health Options at 19.5%. Their filings also contain different low and high changes.

The approved table is not a new household quote

The individual table includes off-exchange-only insurers and shows a 62,033 membership total. The small-group section has its own 36,550 total. Mixing those populations or quoting the individual figure as the employer-market average would obscure what the data measures.

An average premium change does not determine a household bill after assistance or a particular plan renewal. Use the approved figures as context while comparing current plan quotes, benefit design and provider networks for 2027. Check the date and market on any rate chart shared online; a proposal and a final filing are different stages.
