IndyEAP Applications Open, but Water Bills Are Not Covered

Marion County applicants need a new application each year. The program distinguishes the October application opening from November utility payments.

October opens applications, not every payment

Indianapolis energy assistance applications opened October 1 for the 2026-27 winter season. IndyEAP's official program page covers income-eligible Marion County households' electricity and heating costs, but specifically excludes water bills. That distinction matters when several utility balances are overdue.

The page says benefits can be sent to utility partners beginning November 1. It aims to determine eligibility within fifty-five days, with a possible additional sixty days for utility processing. Filing an application therefore is not the same as seeing a credit or having every bill paid immediately.

Submit the whole income record

Applicants need a signed application, recent household income evidence and utility bills. For Social Security, SSDI or SSI income, the program requests all pages of the award letter, not only the benefit-amount page. Listed income tests use the last three months; those figures should not be mistaken for a monthly limit.

The final application date is April 30, 2027 at 5 p.m., and applicants must reapply each year. The page describes crisis assistance of up to $400 per utility for eligible disconnect situations, not an automatic extra payment to everyone. A dates section contains an outdated moratorium reference, so this article does not infer a shutoff guarantee from that conflicting line. Confirm account protection directly while continuing to manage current bills.
