Dallas Opens Up to $24,000 for Home Repairs, but It Is a Forgivable Loan

The October 16 window requires current mortgage and property taxes, not just repair needs.

The homeowner window closes October 16

Dallas announced October 6 that its Home Improvement and Preservation Program accepts homeowner applications October 5 through October 16, 2026. Volunteers of America Texas administers assistance for major repairs through a forgivable loan of up to $24,000. It is not an unrestricted $24,000 cash grant to every resident.

The operator lists eligible single-family homes within Dallas, household income below 80% of area median income, homeowner insurance, current mortgage and property taxes, and citizenship or permanent-resident status. It lists a one-person limit of $67,850 and two-person limit of $77,550. The income test alone does not establish full eligibility.

A sent application is not a completed submission

Eligible work includes heating and cooling, electrical, plumbing, roofing, exterior cladding and accessibility repairs. Required application materials include identification, household identity documents and the deed. The operator says an emailed application must receive an acknowledgment to complete email submission.

Keep that acknowledgment and ask the administrator about the loan and forgiveness conditions before assuming repairs are approved or all obligations disappear. Contractor applications have a separate anytime route; that does not extend the homeowner October 16 window. The city announcement is an application opportunity, not a reservation of money for every home.
